เมื่อวันที่ 29 ตุลาคม 2568 ดร.รวีวรรณ ภูริเดช ผู้อำนวยการสำนักงานคณะกรรมการนโยบายที่ดินแห่งชาติ นำทีม สคทช. เข้าร่วมประชุมเชิงปฏิบัติการเพื่อแลกเปลี่ยนเรียนรู้ประสบการณ์และแนวคิดกับประเทศต่าง ๆ เกี่ยวกับแนวทางการจัดรูปที่ดิน (Land readjustment) ในการประชุม World Bank Technical Deep Dive on Urban Planning and Land for Growth เพื่อรองรับการขยายตัวและความหนาแน่นของเมือง (Urban expansion and densification) และสร้างมูลค่าเพิ่มให้กับที่ดิน

โดยได้รับฟังการบรรยายโดยผู้เชี่ยวชาญจาก NYU Marron Institute of Urban Management เกี่ยวกับที่มา ทฤษฎี และหลักการเกี่ยวกับการขยายตัวและความหนาแน่นของเมือง ตลอดจนปัจจัยที่ต้องพิจารณาสำหรับความหนาแน่นของเมือง เรียนรู้ประสบการณ์การจัดรูปที่ดินในประเทศญี่ปุ่นจากผู้เชี่ยวชาญภาคเอกชนจาก Nippon Koei Urban Space Co.,Ltd. และผู้อำนวยการสำนักพัฒนาเมืองและการก่อสร้างของเทศบาลนครเกียวโต รวมถึงได้เยี่ยมชมพื้นที่ดำเนินการจัดรูปที่ดินโครงการ Fushimi West District 5 Land Readjustment Project ซึ่งเทศบาลนครเกียวโตริเริ่มดำเนินการฟื้นฟูและพัฒนาพื้นที่เพื่อส่งเสริมให้เป็นเขตอุตสาหกรรม ที่ก่อให้เกิดรายได้แก่รัฐ โดยการปรับปรุงระบบสาธารณูปโภค อาทิ เส้นทางคมนาคมและระบบบำบัดน้ำเสีย ตลอดจนช่วยให้รัฐจัดการกับปัญหาน้ำท่วมในพื้นที่ได้อย่างมีประสิทธิภาพมากขึ้น

นอกจากนั้น ยังได้รับฟังการนำเสนอโครงการจัดทำแผนที่โฉนดที่ดิน อัตราส่วน 1:5000 หรือ One Map ของอินโดนีเซีย โดย Dr. Willem van der Muur, Land Tenure Specialist, World Bank's Urban, Resilience and Land Global Practice ภายใต้การสนับสนุนของ World bank อันเป็นโอกาสดีที่ประเทศไทยจะได้สร้างความร่วมมือเพื่อแลกเปลี่ยนประสบการณ์ในการปรับปรุงแผนที่แนวเขตที่ดินของรัฐแบบบูรณาการ มาตราส่วน 1:4000 (One Map) ของไทยในอนาคตต่อไป

Dr. Raweewan Bhuridej leads the Office of the National Land Policy Board team in the Technical Workshop on Land Readjustment in Kyoto city, Japan On 29 October 2025, Dr. Raweewan Bhuridej, Executive - Director of the Office of the National Land Policy Board (ONLB) and ONLB staff participated in the technical workshop to exchange experiences and knowledge with various countries on land readjustment in the World Bank Technical Deep Dive on Urban Planning and Land for Growth aiming to deal with urban expansion and densification as well as adding value to land.

The workshop started with a lecture on history, theory and principles on urban expansion and densification and factoring of urban density by a professor from the NYU Marron Institute of Urban Management. Participants learned lessons in urban land readjustment cases in Japan from an expert from the Nippon Koei Urban Space Co.,Ltd. and a director of Urban Development Division, Construction Bureau of Kyoto City.

There was also a site visit to the Fushimi West District 5 Land Readjustment Project, initiated by Kyoto City to revitalize and create industrial land to enhance city’s tax revenue, improve infrastructure such as road transport and sewage management system and manage overflow flood more effectively. Moreover, Dr. Willem van der Muur, a Land Tenure Specialist, World Bank's Urban, Resilience and Land Global Practice presented a One Map project to develop a national cadastral map scale 1:5000 in Indonesia, which provided a good opportunity to initiate a cooperation with Thailand to exchange experiences in developing Thailand’s One Map project in the future.
